No. The rule is not to exceed 4 hours, so exactly 4 hours is not counted as over and the time left shows as 0.0 hours. Clearing the bowl at that point is still the better move.

Can I refrigerate it and serve it again later?

Once refrigerated food goes back in the bowl, the room-temperature limit starts again from that moment. Warming methods are outside this tool, so portion out only what will be eaten at once.

Does dry food follow the same rule?

No. Dry food is handled in days after opening, while this tool covers only the hour limits for opened wet food. For dry food, follow the days printed on the bag.
