Address duties instead come from three separate sources: the USPS change of address service under 39 C.F.R. Part 111 mail forwarding rules, each state vehicle code requiring notice of an address change to the DMV, and the National Voter Registration Act (52 U.S.C. 20507), which caps registration cutoffs at 30 days before a federal election.
