It's based on OSHA 29 CFR 1926.1053(b)(5)(i), the "4:1 rule," which requires the base of a non-self-supporting ladder to be placed about one-quarter of the ladder's working length away from the top support — for every 4 feet of height, the base sits 1 foot out. That works out to an angle of roughly 75.5 degrees. The formula is angle = arctan(height ÷ base distance). Too steep an angle (higher than about 80 degrees) raises the risk of the ladder tipping backward, while too shallow an angle (below about 70 degrees) raises the risk of the base sliding out or the ladder shifting sideways.
